Yes, it’s a white shirt. The set originally consisted of a skirt, bra top, and was worn with an oversized jacket. While Rossa opted to let go of the jacket, and layer the bra top over a slightly loose white shirt. The set has a more preppy nuance instead of baring too much skin. Which, again, depends on the personal preference of the wearer.
A pretty contemporary layering idea that is not for everyone. Because a bra top is still a bra to some and it’s okay to keep your own preference.
